1. Who We Are and Acceptance of Terms
LuxembourgMedia.com is owned and operated by PublicVision Inc., a company incorporated under the laws of Ontario, Canada. The director and editorially responsible person is Rundong Li. For legal correspondence, you may reach us at hello@luxembourgmedia.com.
These Terms of Service ("Terms") form a legally binding agreement between you ("you" or "the user") and PublicVision Inc. ("we", "us", or "our") governing your use of the Site and all content, features, and services made available through it. By visiting, browsing, or otherwise accessing any part of the Site, you confirm that you have read, understood, and agree to be bound by these Terms and our Privacy Policy.
If you are using the Site on behalf of a business or organisation, you represent that you have authority to bind that entity to these Terms.
2. What This Site Is — and What It Is Not
LuxembourgMedia.com is an independent informational directory and editorial platform focused on Luxembourg's financial sector. It is intended primarily for expats, cross-border workers, and businesses operating in or considering entry into Luxembourg.
The Site currently contains:
- Approximately 3,417 profiles of entities supervised by the Commission de Surveillance du Secteur Financier (CSSF), derived from the CSSF's public supervised-entities register.
- Editorial guides and explanatory articles covering topics relevant to Luxembourg's financial landscape.
- Data enriched with information from the GLEIF LEI database (licensed under CC0) and STATEC (Luxembourg's national statistics institute).
Some entity-profile introductions and editorial guides are partly generated using AI (via the Claude API). All AI-assisted content passes through an automated validation pipeline followed by human review. Our internally measured substantive-error flag rate is approximately 0.06%; however, this figure does not guarantee accuracy, and errors may still exist.
Content is refreshed on a weekly automated cycle and is therefore not real-time. It may be incomplete, out of date, or contain inaccuracies.
Important limitations you must understand before relying on this Site:
- The Site is not a financial adviser and nothing on it constitutes financial, legal, investment, tax, or regulatory advice.
- The Site is not affiliated with, endorsed by, or officially connected to the CSSF, GLEIF, STATEC, or any Luxembourg government body.
- Supervised-entity profiles are for general informational purposes only. Always verify current supervisory status, licence scope, and regulatory standing directly with the CSSF or the relevant institution before making any financial or business decision.
3. Intellectual Property
3.1 Our Content
All editorial text, original article copy, design elements, layouts, graphics, logos, and the compilation and selection of content on this Site are the intellectual property of PublicVision Inc. and are protected by applicable Canadian copyright law and international intellectual property conventions. You may not reproduce, republish, distribute, or sell that content without our prior written permission, except as permitted under Section 4 below.
3.2 Underlying Data and Third-Party Sources
Certain data displayed on the Site originates from third-party public sources and remains subject to their respective terms:
- CSSF supervised-entities register: sourced from the public register maintained by the Commission de Surveillance du Secteur Financier (cssf.lu). We make no claim of ownership over this data.
- GLEIF LEI database: licensed under the Creative Commons CC0 1.0 Universal Public Domain Dedication. We make no claim of ownership over LEI data.
- STATEC: statistical data published by the Institut national de la statistique et des études économiques du Grand-Duché de Luxembourg, used in accordance with its applicable reuse terms.
If you intend to reuse data that originates from these sources, you should review and comply with the original source's terms directly.
3.3 Fair Use and Personal Use
You may access, read, and print individual pages of the Site for personal, non-commercial, informational use. Any other use — including but not limited to republishing Site content, systematic downloading, or incorporating our editorial text into other products — requires written permission from PublicVision Inc.
4. User Submissions
The Site does not have user accounts, a forum, a comments section, or a newsletter. The only mechanism by which you may submit information to us is via our contact forms (for general enquiries, corrections, and legal matters).
By submitting a contact-form message, you grant PublicVision Inc. a non-exclusive, royalty-free licence to read, process, and respond to that message. You represent that any information you submit is accurate to the best of your knowledge and does not infringe the rights of any third party.
We handle personal data contained in contact submissions in accordance with our Privacy Policy.
5. Acceptable Use
You agree to use the Site only for lawful purposes and in a manner that does not infringe the rights of others or impair the Site's operation. The following conduct is expressly prohibited:
- Scraping for commercial resale: You may not use automated tools, bots, crawlers, or scripts to extract data from the Site in bulk for the purpose of building a competing database or for commercial resale. Academic or personal non-commercial research access via normal browsing is permitted.
- Automated abuse: You may not engage in denial-of-service attacks, credential stuffing, or any activity that places an unreasonable load on our infrastructure.
- Misrepresentation: You may not use content from this Site in a way that misrepresents its source, implies CSSF endorsement, or misleads third parties about the regulatory status of any financial entity.
- Circumvention: You may not attempt to disable or circumvent any technical measures or access controls we implement.
- Unlawful purposes: You may not use the Site to facilitate fraud, money laundering, market manipulation, or any activity prohibited by applicable law.
We reserve the right to block access to users or IP addresses that violate these rules.
6. Affiliate Links and Commercial Relationships
Some links on the Site are affiliate links. If you click one of those links and subsequently make a purchase or sign up for a service, PublicVision Inc. may receive a commission or referral fee at no additional cost to you. The affiliate networks we currently work with include Wise Partners (via Partnerize), Awin, Impact, and Skimlinks.
Affiliate relationships do not influence our editorial positions. We do not recommend or rank financial products solely on the basis of commercial arrangements.

7. Third-Party Links

- PublicVision Inc. does not endorse, control, or accept responsibility for the content, privacy practices, or accuracy of any third-party website.
- Following an external link means you are leaving LuxembourgMedia.com and are subject to that site's own terms and privacy policy.
- The inclusion of a link to an external site does not constitute a recommendation of that site or its products and services.
8. Disclaimer of Warranties
To the fullest extent permitted by applicable law, the Site and all content, data, and materials on it are provided "as is" and "as available" without any warranty of any kind, whether express, implied, or statutory.
PublicVision Inc. specifically disclaims:
- Any warranty that the Site will be uninterrupted, error-free, or free of viruses or harmful components.
- Any warranty of merchantability, fitness for a particular purpose, or non-infringement.
- Any warranty that entity profiles, supervisory data, or editorial content are accurate, complete, current, or suitable for any specific purpose.
Because data is refreshed weekly rather than in real time, and because some content is AI-assisted, you must independently verify any information before acting on it, particularly in relation to regulatory status, licence scope, or financial suitability.
9. Limitation of Liability
To the fullest extent permitted by applicable law, PublicVision Inc., its directors, employees, contractors, and affiliates will not be liable for:
- Any indirect, incidental, special, consequential, or punitive damages arising out of your use of, or inability to use, the Site.
- Any loss of profit, revenue, data, business opportunity, or goodwill, whether or not foreseeable.
- Any financial loss or regulatory penalty incurred by relying on information obtained from the Site without independent verification.
- Any errors or omissions in entity profiles or editorial content, including those arising from the weekly refresh cycle or AI-assisted content generation.
Where liability cannot be entirely excluded under applicable law, our total aggregate liability to you for any claim arising out of or in connection with the Site will not exceed CAD 100.
Note for EU and EEA users: Nothing in these Terms limits or excludes our liability for fraud, personal injury caused by our negligence, or any liability that cannot lawfully be limited or excluded under mandatory EU consumer-protection law. Your statutory rights as a consumer under EU law remain unaffected.
10. Governing Law and Jurisdiction
These Terms are governed by and construed in accordance with the laws of the Province of Ontario and the federal laws of Canada applicable therein, without regard to conflict-of-law principles.
Any dispute arising from or related to these Terms or your use of the Site that cannot be resolved informally shall be subject to the exclusive jurisdiction of the courts of Ontario, Canada.
EU and EEA users: If you are a consumer habitually resident in the European Union or European Economic Area, you retain the benefit of any mandatory consumer-protection provisions of the law of your country of residence that cannot be contractually waived. Nothing in this governing-law clause is intended to deprive you of those protections. You may also be entitled to access the EU Online Dispute Resolution platform at ec.europa.eu/consumers/odr.
11. Termination and Access Restriction
PublicVision Inc. reserves the right, in its sole discretion and without prior notice, to:
- Suspend or block your access to the Site if you breach these Terms or engage in conduct we determine to be harmful to the Site, other users, or third parties.
- Discontinue, modify, or restrict any portion of the Site at any time.
Because the Site does not have user accounts, "termination" means the cessation of your permission to access the Site. Sections 3 (Intellectual Property), 8 (Disclaimer of Warranties), 9 (Limitation of Liability), and 10 (Governing Law) survive any such termination.
12. Modifications to These Terms
We may update these Terms from time to time to reflect changes in our practices, legal requirements, or the Site's features. When we make material changes, we will update the effective date at the top of this page. Your continued use of the Site after a revised version is posted constitutes your acceptance of the updated Terms.
We encourage you to review this page periodically. If you do not agree with an updated version, you should stop using the Site.
